i was curious to ask but when we make a design, do we have to add a background or do they just print on any color shirt they think the design will fit on? just wanting to know before i officially submit my project.

I was curious about this, too. So if you guys decide to go with the background color that was submitted, do you match the color of the tee to the design that was submitted? I guess what I really want to know is if you have a set of "standard" tee shirt colors that we should pick from before we submit our design so the image transfer is easy.
make your design with a background colour in mind. you're gonna need this if you'd like to incorporate the shirt colour into it anyway.
why would you wanna do this?
because you can USE the shirt colour in your print as an additional colour, which gives you 6 colours again (one colour usually needs to be the underbase, that leaves 5 colours for the print + the shirt colour)
anyway: always work with a background colour. how else would you pick all the other colours, if not in relation to the background?
if TF decides to pick a different colour: trust them, they usually know what they're doing (they calculate this through ... what sells? what looks good? what's suits the theme? what's available? etc etc)
and for the submisson: "present" your design. use a mockup kit, make it snappy ... you're trying to sell something here after all.
and you're gonna need a bg colour anyway, because you're gonna sub a jpg. no background translates to white there ... and unless that's your choice, don't go white.
