I'd only re-submit it if I tweaked it enough to justify a re-submission. according to the TFmakers, TF takes a look at each and every design. if yours was rejected it wasn't overlooked but almost certainly rejected for a reason.
so yes: re-submit if you think you modified it for the better, but I'd rather not submit the same design again ... it probably won't change much and only makes the submission pile on TF's desk bigger and bigger for no justifyable reason
